SQl server failover cluster : Rule "Cluster shared disk available check" failed"

Good day,

While trying to install an sql cluster on " VM-Ware" Work station am getting this error. 

Can someone please post steps on how tgo create this. ive read alot of KBs and all of them didnt help.
